Distinguished Scholar Dr. Busby Publishes Climate Report with the Atlantic Council

In a recent publication for the Atlantic Council, Strauss Distinguished Scholar Dr. Joshua Busby examines the future of climate leadership, the status of climate policy under President Trump, and the potential for cooperation and engagement across the world. The report, “Climate Leadership in Uncertain Times,” co-authored by Climate Advisers’ Nigel Purvis, stresses the need for a new strategy for pursuing climate goals. Rather than rely on “a single global negotiation over emission levels,” Busby and Purvis encourage states to adopt a “multipronged approach,” that addresses concerns across a number of sectors such as forestry and aviation.

The report identifies five areas for diplomatic progress to address climate change: (1) maximize natural climate solutions, (2) build a frontrunner alliance for carbon neutrality, (3) launch a global compact for electric vehicles, (4) develop an air pollution initiative for Asian cities, and (5) encourage China to deepen its climate goals at home and abroad. The report acknowledges the magnitude of the uncertainty and challenges facing climate policy today, but optimistically underscores areas for “diplomatic progress.” Ultimately, the report concludes that that this article, “is an opening salvo in a broader conversation that requires creative and interdisciplinary thinking to accelerate action in the areas identified by the various assessments of where to harvest progress.”
