Garry Jenkins teaches law at the Ohio State University. In the North Carolina Law Review, he published a 2007 article examining whether U.S. restrictions on philanthropic giving in the aftermath on September 11, 2001 may undermine our “soft power”¬ù and adversely affect our ability to enhance the reputation of the United States.
