Brad Brooker is General Counsel for Kodex Global. Kodex is building the trusted rails for high-stakes data exchange, and has streamlined how government agencies submit law enforcement requests and how private companies manage them. The result is a centralized, secure platform that ensures regulatory compliance while safeguarding sensitive data.
Before joining Kodex, Brad served as a partner in Holland & Knight’s Washington, D.C., office, where he was a member of the firm’s Public Policy & Regulation Group and National Security & Defense Industry Group and advised clients on matters related to data privacy, artificial intelligence, technology, and national security.
Before joining Holland & Knight, Brad spent nearly seventeen years as a trusted legal advisor to the U.S. government’s most senior national security leaders, navigating some of the most complex, difficult, and novel legal and policy issues at the intersection of privacy, technology, national security, and the law. He served as General Counsel for the FBI, after serving as Deputy General Counsel leading the National Security and Cyber Law Branch. At the FBI, Brad led a team of high-performing attorneys and staff, providing legal advice and guidance to the FBI Director and other senior leaders on complex and sensitive intelligence and law enforcement operations, cybersecurity law and policy, privacy, congressional oversight and compliance matters.
Prior to the FBI, Brad worked in the Office of the Director of National Intelligence, where he served as Principal Deputy General Counsel and, for three years, as Acting General Counsel. In these roles, Brad coordinated legal and policy issues arising in the intelligence community, partnering closely with officials at the U.S. Department of Justice, U.S. Department of Defense, U.S. Department of the Treasury, U.S. Department of Commerce and U.S. Department of Homeland Security.
Earlier still, Brad served as a law clerk for the Honorable Reggie B. Walton of the U.S. District Court for the District of Columbia and the Honorable Eric T. Washington of the District of Columbia Court of Appeals.
