Stephanie Leutert, Director of the Central America and Mexico Policy Initiative, was recently quoted in a Wall Street Journal article titled “Texas Spent Billions on Border Security. It’s Not Working. Operation Lone Star, with $4.5 billion spent so far, has had little effect on migration while facing charges of civil-right abuses.”

“It’s an enormous amount of money, and you want to be seeing concrete results… It’s not clear to me that the movement of people has been affected. At this point, it feels more symbolic than substantive.”
